Based in Houston, Texas, our principals bring over 95 years of combined experience in site selection, acquisitions, capital structuring, project management, and asset management. Our track record spans multiple markets across the United States, with a focus on delivering high-performing, income-producing assets.

President
Rocky Stevens brings more than 40 years of commercial real estate experience to his role as President of Wellington Development Company, which he founded in 2002.
Throughout his career, he has led the development, financing, leasing, and management of a diverse portfolio of office, retail, student housing, industrial, and healthcare properties in both the public and private sectors. Before establishing Wellington Development Company, Rocky spent 17 years with Amelang Partners, where he advanced from leasing agent to principal. During his tenure, he specialized in the development of office, medical, industrial, and federal government facilities, building a reputation for identifying opportunities, structuring complex transactions, and delivering successful projects.
Known for his entrepreneurial approach and deep industry relationships, Rocky has successfully guided projects from concept through completion, creating long-term value for investors, tenants, and the communities he serves.

Since founding the firm in 2002, he has led development, leasing, and management of assets across office, retail, and industrial sectors in both public and private markets. Prior to Wellington, Rocky spent 17 years at Amelang Partners, rising to principal and specializing in office, medical, and industrial development. He holds a degree in civil engineering from Auburn University and has built a reputation for delivering high-quality, enduring developments.
MARK SEGER
Partner
Mark Seger is a Partner at Wellington Development Company and WGC Partners, and President of Blackbrush Capital. With over two decades in commercial real estate, he has led more than $380 million in development and investment across student housing, retail, medical office, and land.
His background spans appraisal, capital markets, and development, providing a comprehensive perspective on sourcing, financing, and executing projects. Mark holds a degree from Baylor University.
JONATHON JARQUIN
Controller
Jonathon Jarquin is Controller at Wellington Development Company with over 10 years of experience in commercial real estate accounting and financial operations. He oversees financial reporting across multiple entities, ensuring accuracy, compliance, and operational efficiency.
He previously worked at Moody Rambin and holds a degree in accounting from the University of Houston.
